HighLevel SaaS Mode resells a full CRM suite from $497 a month. A white-label website builder resells finished websites. Here is how agencies choose.
HighLevel SaaS Mode lets an agency resell HighLevel itself, a CRM, automation and messaging platform with a website builder included, as its own branded software. A white-label website builder lets an agency resell finished websites that clients can edit, under the agency's brand. If clients pay you for lead follow-up, SaaS Mode fits; if they pay you for the website, a dedicated builder usually fits better, and many agencies run both.
Short answer: As of September 2026, SaaS Mode needs HighLevel's Agency Pro plan at $497 a month. It pays off when you sell CRM, texting, calls and automations and mark up the usage. A dedicated white-label website builder pays off when the website is the product and speed, design and client self-editing matter most. If you sell both, keep HighLevel for the CRM and connect a website builder to it with forms or webhooks.
SaaS Mode turns HighLevel into software you sell under your own name. HighLevel's pricing page describes it as a way to "sell subscriptions directly from your website, automatically creating client accounts without any manual work from you." You set the price, the client pays through your agency's Stripe account, and their sub-account is created for them.
It is only on the top self-serve plan. This is what HighLevel's pricing page listed in September 2026:
| Starter | Unlimited | Agency Pro | |
|---|---|---|---|
| Monthly price | $97 | $297 | $497 |
| Annual price | $970 | $2,970 | $4,970 |
| Sub-accounts | 3 | Unlimited | Unlimited |
| SaaS Mode | No | No | Yes |
| Rebill phone and email | No | At cost, no markup | With your markup |
Every plan includes unlimited contacts and unlimited users, and each starts with a 14-day free trial. Unlimited adds basic API access. Agency Pro adds SaaS Mode, automated sub-account creation, user reporting and advanced API access. Enterprise is priced on a sales call and includes the white-label mobile app and HIPAA compliance.

On HighLevel, "white label" is several separate features on different price lines. Separate them before you quote a client:
Some unit prices are published. Email is $0.675 per 1,000 emails on every plan. Premium workflow triggers and actions cost $0.01 per execution once a sub-account's 100 free executions are used. AI Employee costs $50 (Growth) or $97 (Unlimited) a month per sub-account, or you can pay per use at token cost.
Take an agency with 25 client sub-accounts on list prices. Usage charges vary by client, so they come after.
| Setup | Monthly cost | Per client (divided by 25) |
|---|---|---|
| Unlimited | $297.00 | $11.88 |
| Agency Pro | $497.00 | $19.88 |
| Agency Pro, billed annually ($4,970 divided by 12) | $414.17 | $16.57 |
| Agency Pro plus white-label mobile app | $994.00 | $39.76 |
Is Agency Pro worth $200 a month more than Unlimited? For many agencies the answer comes from usage markup. Say each client sends 20,000 marketing emails a month:
Phone and AI markup would add to that, but phone rates vary by country, so they are left out here. The other half of the SaaS Mode case is time: automatic sub-account creation matters most when clients sign up and pay without a sales call.
HighLevel's builder is a capable drag-and-drop page builder. Pages are made of sections, rows, columns and elements. You start from one of hundreds of templates, edit desktop and mobile views separately, add custom CSS or tracking code, and publish to a connected domain. Funnels get split testing; websites get an online store. The real advantage is that the builder lives inside the CRM: a form on a HighLevel page creates a contact and can start a workflow with no integration work at all.
HighLevel also has two AI site features, both documented in its help center in September 2026:
So HighLevel can build sites, including with AI. The question is whether the site is the main thing you sell. In HighLevel, the builder is one part of an account that also holds conversations, calendars, pipelines and automations. That is a strength for a client buying a marketing system, and extra surface for a client who only wants to update their opening hours.
A dedicated builder spends its whole product on the website. When you compare one against HighLevel, three things are worth testing:
The trade-off is plain: a website builder is not a CRM. It will not run your text sequences, call tracking or pipelines. On We.Inc, for example, the AI builds the site from a description, you edit it visually or in code, and it publishes to the client's domain with SSL, but lead follow-up still belongs in a CRM.
| If this describes your agency | Better fit |
|---|---|
| Clients mainly pay you for lead follow-up: texts, calls, reviews, bookings | HighLevel Unlimited or Agency Pro |
| You want to sell software subscriptions with automatic sign-up and usage markup | HighLevel Agency Pro with SaaS Mode |
| You need your own branded app in the app stores | HighLevel, with the $497 a month mobile app add-on |
| Clients mainly pay you for the website and judge you on how it looks | A dedicated white-label website builder |
| You need to ship many new sites a month with a small team | A dedicated AI website builder |
| Clients want to edit their own site without training | A dedicated white-label website builder |
| You sell both marketing automation and websites | Run both, connected by forms or webhooks |
Lists of GoHighLevel alternatives for agencies tend to frame the choice as all or nothing. For most agencies it is not. The useful question is which job HighLevel is doing poorly for you.

This setup keeps each tool on the job it does best.

The webhook route has a small, predictable cost. A client site sending 300 leads a month through an Inbound Webhook uses 300 executions. Once that sub-account's first 100 free executions are gone, that is 300 × $0.01 = $3.00 a month, which you can rebill to the client.
Deciding between a builder you rebrand and one you drive through code? Our guide to white-label vs API website builders covers that split, and We.Inc's REST API and webhooks are documented if you want to wire up the second direction yourself.
If websites are the part of your offer HighLevel is not covering well, We.Inc's white-label platform runs an AI website builder on your own web address, with your name, logo and colours on the login, dashboard and builder. Emails your clients receive carry your brand, and clients pay you through your own Stripe account. It is one flat monthly fee with no per-site charge, and there is a done-for-you install that goes live in about 14 days. Keep HighLevel for the CRM.
Before you shortlist any builder, including ours, run it through the checks in the white-label website builder guide. And if vendors keep using "white label" and "private label" as if they meant the same thing, our breakdown of private label vs white label website builders explains the difference.
We.Inc is an AI-powered website builder you can resell under your own brand. Launch a branded client dashboard, bill on Stripe Connect, and deliver AI-generated websites in minutes. White-label plans are custom priced, with no per-site fees.
